vital gluten and wheat gluten flour

Hi bread bakers!

Will someone please explain to me the difference in vital wheat gluten and 
wheat gluten flour.  I have a recipe that calls for both.  It is a high 
protein bread and has 1 and 1/2 cup wheat gluten flour and 2 or 3 teaspoons 
of vital wheat gluten.  I cannot find anything in the stores that shows a 
difference.
